New Policy on Public Chat messages

The Standard Land Covenants has changed. The applicable text is here:

0.7- Policy on Messages in Public Chat: All messages in Public Chat need to be confined to the boundaries of your parcel. This policy applies to "Lucky Chairs", "Sploders" and other scripted devices which speak, whisper or shout in Public Chat.
